Biography:
Stephen E. Appell is Of Counsel to Cary Kane LLP. He has practiced labor law for over 35 years. During his 24-year career at the National Labor Relations Board, Mr. Appell served as a Field Attorney, as a Trial Specialist and as a Supervisory Attorney. On occasion he also served as the Acting Regional Director, Acting Regional Attorney and Acting Deputy Regional Attorney for Region 2 of the NLRB. He received numerous awards for outstanding performance while at the NLRB. Mr. Appell conducted union representation elections and served as the hearing officer on objections to the conduct of elections and determinations of challenged ballots. He investigated unfair labor practice charges and served as trial counsel on behalf of the NLRB in more than 100 unfair labor practice hearings before Administrative Law Judges or United States District Court Judges. While at the NLRB, Mr. Appell was, for two terms, the Executive Vice President of the NLRB Union. In private practice, for more than a decade, Mr. Appell was associated with and a partner at Sipser, Weinstock, Harper & Dorn, where he represented unions in collective bargaining, in arbitration, and in New York State and Federal courts.
Mr. Appell is licensed to practice law in the State of New York. He is also admitted to the United States Court of Appeals for the Second Circuit, the United States District Courts for the Southern, Eastern and Western Districts.
Mr. Appell is a member of the New York State Bar Association, Labor & Employment Law Section and the Committee on Collective Bargaining. He is also a member of the AFL-CIO Lawyers Coordinating Committee. He has served as the chairperson of the Brooklyn Chapter of the Americans for Progressive Israel. He was a member of the Tribunal of the American Zionist Federation. Mr. Appell has also served as the Ritual Committee Chairperson, Trustee and Recording Secretary of the East Midwood Jewish Center, which is located in Brooklyn, NY.
Mr. Appell earned his law degree from Rutgers School of Law, State University of New Jersey. He received his Bachelor of Science degree from Cornell University, New York State School of Industrial and Labor Relations.
Mr. Appell is married and the father of three grown children.
